The Manitoba Provincial Nominee Programme is a Canadian immigration service, specific to the province of Manitoba, which provides a route to immigration on the basis that successful candidates will live and work in Manitoba.

Many provinces have Canadian migration services in place, which offer potentially quicker routes to Canadian permanent residence.

Canadian Provincial Nomination Programmes provide a means to permanent residency, however, common to all schemes is the stipulation that a successful applicant, once in possession of permanent resident status, must continue living and working in Canada in the specific province for which they were nominated.

Beyond this, and subject to satisfying the three-year residency requirement for Canadian citizenship, a candidate may be able to apply to become a Canadian citizen.

Understanding the system

The Manitoba Provincial Nomination Programme is a candidate led scheme allowing candidates to apply for themselves based upon meeting the necessary requirements.

This is in contrast with other provinces such as Alberta which offer employer led processes, based upon a guaranteed job offer.

In Manitoba, a Priority Stream and a General Stream are in place, offering priority to those applications who can demonstrate a firm offer of employment.

The Priority Stream is separated into five subdivisions as set out below.

Employer Direct Scheme

This requires a permanent full time job offer to be in place which has been pre-approved by the Manitoba Nomination scheme, or

A permanent full time job offer held by an applicant in possession of a Canadian work permit who has worked in Manitoba for the employer for a minimum of six months.

International Student Stream

This requires a permanent full time job offer to be in place along with a temporary work permit received after a candidate has completed a post secondary qualification in Manitoba.

Family Support System

This requires a close relative in Manitoba who has signed an affidavit of support. 

This also requires the applicant to meet the minimum criteria in areas including age, education, work experience, language, and adaptability.

Manitoba immigration requires a genuine intention and ability to settle in the province.

Community Support Stream

This requires a letter of community support from a community in Manitoba which has signed a Community Support Agreement (CSA).

Like the Family Support Stream, the candidate must meet a range of criteria designed to assess a candidate's ability and intention to settle in the province.

Strategic Recruitment Initiative

This requires documentation to show that a candidate meets specific criteria for a Strategic Recruitment Initiative.

The General Stream provides an opportunity to qualify for those applicants who do not fit into any of the priority categories

Once again, the primary concern is to assess an applicant's ability and intention to establish themselves independently in Manitoba.

Financial Support

It is important to note that visas for Canada of this kind do not constitute a sponsorship programme and evidence must be provided that candidates have sufficient funds to establish themselves and their dependents in the province.

The requirements may vary for candidates migrating to Canada in some circumstances, such as those with a permanent job offer in place, those already employed in Manitoba or in cases where a close relative has signed an affidavit of support.

However, they will still need to demonstrate some settlement funds in their own name.

Spouse Immigration and Dependent Immigration

As with all provincial schemes, immigration to Manitoba through this route is intended as a means for skilled individuals to settle permanently in the province.

As a result, spouse and dependent immigration is provided for and applicants may bring their spouse or common-law partner of at least one year, and children with them.

Family immigration is also available to adult children who are under 22 years of age and not married or in a common-law relationship, over 22 and financially dependent due to a physical or mental condition or over 22 and actively pursuing full time academic, vocational or professional training.
